How did the government established under the Articles of Confederation hinder the war effort?

Well the Articles were never finally ratified until early 1781, by which time the war was almost over! Let me see, the main challenges of the government at the time was it had no ability to tax or to even raise an Army. There were totally at the mercy of the states and people to volunteer. Amazing we survived....
