Pet urine smell?

my parents just moved into this house some weeks ago and the linving room and the garage smell badly of cat or dog urine, dad's cleaned the garage so many times with chlorine, but the smell is still there, is there some sort of way to get rid of it, possibly using environmentally friendly ways, thanks!
