My cat is coughing up white foam and her meow is dry?

Sounds like the early onset of Rabies to me. I'd take her to the veterinarian as soon as possible. The main symptom of Rabies is dehydration and one of the signs that an animals is dehydrated is them coughing up or throwing up a white foam-like substance.
