Power fault?

my villa have power failure recently and it happen 2-3 times for the past 2 months. the system was tripped at the substation breaker the electrical company electrician came and identified that the fuse blown he change it and blown again he replace it with a highe rating ampere fuse and it works. he suggest to upgrade the fuse 355A to 400A and also comment that there could be a problem on the underground cabling possible a current leakage. My villa has breaker of 3 phase 160A and measurement of ampere per phase taken as Red 85.5, Yellow 135.2, Blue 95.2. Please advice
